Kelly A. Munson
President & Chief Executive Officer
Kelly A. Munson is the President and Chief Executive Officer of AmeriHealth Caritas, a national leader in health care solutions for those most in need. Headquartered in Newtown Square, PA, the company operates in 13 states and the District of Columbia.
Kelly is an exceptional managed care leader with a strong record of accomplishment driving results and building collaborative relationships industrywide. As a fierce advocate for Medicaid members, she forms coalitions with key stakeholders in business and industry, government, and community organizations to identify innovative approaches to integrated health care and advance AmeriHealth Caritas’ mission to help people get care, stay well, and build healthy communities.
Throughout her career, Kelly has worked to drive solutions that will improve population health through programs that address the social determinants of health and the associated inequities. She keenly understands the role of medical professionals in supporting the Medicaid membership and other beneficiaries of government health care, and recognizes the power of incentives, alignment, and collaboration to drive quality through value-based care systems and supports.
Kelly has more than 25 years of leadership experience in government-sponsored managed care. Her work spans diverse roles and responsibilities across all aspects of health plan operations, strategy, growth, and P&L. Prior to joining AmeriHealth Caritas, she was President of Aetna’s Medicaid business, overseeing strategy, operations, and growth, with a focus on delivering differentiated health care solutions that support the needs of both members and provider networks.
Kelly previously served as Executive Vice President and Chief Medicaid Officer at WellCare Health Plans. She held additional leadership roles with the company that included Senior Vice President, Division President, State President and Chief Operating Officer in Kentucky, and Senior Director, State Operations and Regulatory Affairs in Ohio.
Kelly’s expertise in Medicaid innovation is frequently featured at local and national conferences, including those sponsored by Health Management Associates, Medicaid Health Plans of America, Population Health Alliance, and State Issues Seminars. Kelly also served as chair of the Medicaid Health Plans of America Board of Directors, and was a board member of the Institute for Medicaid Innovation.
Over the course of her career, Kelly has received numerous honors for her accomplishments. In 2016, Diversity Journal named her an “Executive Woman Worth Watching.” In 2018, she was recognized by Tampa Bay Business Journal as “Business Woman of the Year.” And in 2019, she was recognized as one of the “Influential Women in Health.”
Kelly graduated from Syracuse University with a Bachelor of Science degree in dietetics and public health nutrition, and performed graduate studies in public administration at the University of Akron.

Karen Amstutz, MD, MBA, FAAP
Executive Vice President & Chief Medical Officer
Dr. Karen Amstutz is Executive Vice President & Chief Medical Officer for AmeriHealth Caritas, a national leader in Medicaid managed care and other health care solutions for those most in need. With training in pediatrics and internal medicine, and more than two decades of experience as a health plan physician executive, she leads the clinical, quality, and population health strategy, policy, and clinical operations for the company.
Dr. Amstutz’s expertise spans medicine, population health, health care operations and outcomes, and culturally competent care delivery — a hallmark of the AmeriHealth Caritas whole-person care model. She also brings additional expertise in establishing innovative clinical models and utilizing clinical analytics to drive clinical program activities and outcomes measurement, which helps to further enhance AmeriHealth Caritas’ focus on the health and well-being of members, caregivers, and the communities in which they live.
Prior to joining AmeriHealth Caritas, Dr. Amstutz served as Vice President of Community and Behavioral Health at Indiana University Health. She was responsible for community health strategy and program development, offering culturally competent and digitally sophisticated primary, secondary, and tertiary prevention for behavioral and psychosocial conditions. In a previous role as Chief Medical Officer at Magellan Health, she was accountable for clinical strategy development, product innovation, utilization management, and quality improvement. She also spent nine years serving Medicaid and Medicare members at WellPoint (now Anthem), overseeing clinical strategy and operations, quality, outcomes reporting, and accreditation.
Dr. Amstutz earned a bachelor’s degree in chemistry from Indiana University and a medical degree from the Washington University School of Medicine. She completed clinical training in internal medicine and pediatrics at Barnes Hospital in St. Louis and Massachusetts General Hospital in Boston. She has an MBA in entrepreneurship and econometrics from the University of Chicago.

Eileen Coggins, Esq.
Executive Vice President & General Counsel
Eileen Coggins, Esq., is Executive Vice President & General Counsel of AmeriHealth Caritas, responsible for overseeing legal affairs for the company. Prior to her current role, Coggins served in various senior leadership roles at AmeriHealth Caritas, including Executive Vice President of Government Affairs; Senior Vice President of Long-Term Services and Supports for Medicare and Medicare-Medicaid Plans; Senior Vice President of Audit, Compliance, and Enterprise Risk Management; and Senior Vice President of Communications and Human Resources.
Coggins has over 30 years of experience working in public, private, and equity-based provider and payer companies, providing advice on complex business transactions, litigation, governance, and legal and regulatory matters. Prior to joining AmeriHealth Caritas, she was Senior Vice President of General Counsel for Univita Health, Inc. and Senior Vice President and Corporate Secretary of Genesis Healthcare Corporation. Her professional affiliations include the American Health Lawyers Association, American Bar Association, and Association of Corporate Counsel. She serves on the boards of Committee of Seventy, Share Food Program, and Casa Farnese.
Coggins earned a Bachelor of Arts degree in public administration from West Chester University and a Juris Doctor from Widener University School of Law.

Fred Dickson
Executive Vice President & Chief Information Officer
Fred Dickson is Executive Vice President & Chief Information Officer of AmeriHealth Caritas. He is responsible for the development and implementation of AmeriHealth Caritas’ enterprisewide Information Solutions strategy.
Prior to joining AmeriHealth Caritas, Dickson served in several key information technology roles, including Vice President of Information Technology at Coventry Health Care, Chief Information Officer for Marshfield Clinic Health System’s Security Health Plan, and Vice President and Chief Information Officer at Blue Cross Blue Shield of Minnesota. He started his career at Prudential Insurance Company and also worked at The Pillsbury Company. Dickson was also a finalist for Philadelphia’s first CIO of the Year ORBIE Award.
Dickson earned a Bachelor of Arts degree in mathematics and computer science from the University of Minnesota. He is also a graduate of Blue Cross Blue Shield of Minnesota’s Advanced Leadership Development Program.

Rebecca Engelman
Executive Vice President, Medicaid Markets
Rebecca Engelman is Executive Vice President, Medicaid Markets, for AmeriHealth Caritas.
With over 25 years of experience in Medicaid managed care, Engelman is responsible for the growth, development, and retention of AmeriHealth Caritas’ Medicaid managed care business and executing high-quality services across all its markets, including long-term services and supports (LTSS) solutions. Her strategic vision and operational expertise make her a trusted partner of government and community stakeholders.
Before taking the role of Executive Vice President, Medicaid Markets, Engelman successfully served in various roles at AmeriHealth Caritas, including Regional President, overseeing several of the company’s Medicaid managed care plans. Prior to that, she served as Market President for Select Health of South Carolina — which she helped to found and launch — and AmeriHealth Caritas Louisiana, as well as Vice President of Operations, Senior Director of Quality Improvement, and Senior Director of Medical Services.
A nurse by training, Engelman began her career at three hospitals in Florida, working in both medical-surgical units and emergency rooms. She holds a master’s degree in nursing administration with honors from the Medical University of South Carolina and maintains an active nursing license. Engelman also serves on the board of her local United Way.

Ash Hanson
Executive Vice President & Chief Human Resources Officer
Ash Hanson is Executive Vice President & Chief Human Resources Officer for AmeriHealth Caritas.
In her role as EVP, Chief Human Resources Officer, Hanson oversees associate relations, learning, development, benefits, and recruiting for AmeriHealth Caritas’ associates nationwide. Hanson’s role at AmeriHealth Caritas leverages her strengths and expertise in Diversity, Equity, and Inclusion (DEI); leadership development; talent acquisition and management; strategic change management; learning strategies; and organizational effectiveness.
Prior to joining AmeriHealth Caritas, she spent 20 years in human resources and DEI leadership roles at Aramark. She also led the company’s Environmental, Social, and Governance (ESG) strategy.
Hanson is a graduate of the University of Madras in India, where she earned a Bachelor of Arts degree in English literature. She also attended Columbia University’s Teacher’s College to become a certified coaching professional.
Hanson currently serves on the board of directors for The Food Trust, a nonprofit organization based in Philadelphia that works to improve the health of children and adults through providing better nutrition.

Robert Kolodgy, MBA
Executive Vice President & Chief Financial Officer
Bob Kolodgy is Executive Vice President & Chief Financial Officer for AmeriHealth Caritas. Kolodgy oversees the company’s financial functions, including accounting and reporting, financial planning and analysis, mergers and acquisitions, investor relations, actuarial services, financial services, treasury management, sourcing, and facilities. He also plays an integral role in new business development and strategic planning.
Kolodgy joined AmeriHealth Caritas after serving nearly 13 years as Executive Vice President and Chief Financial Officer for the Blue Cross Blue Shield Association (BCBSA) in Chicago. In his role with the BCBSA, he was responsible for the association’s finances, information technology, information security, brand, venture funds, and 5.5 million-member Federal Employee Program.
Kolodgy has been in health care most of his career and has held leadership roles in several provider organizations, including an integrated health system that owned a health plan with Medicaid, Medicare, workers’ compensation, and commercial lines of business. Kolodgy’s experience also includes governance, strategy, operations, financial transformation, change management, acquisitions, and joint venture development.
Among his professional and civic affiliations, Kolodgy is a founding board member of SewHope, an Ohio-based nonprofit group working to improve health in Guatemala, and former chairman of the board of trustees for Notre Dame Academy. He also served as a member of the Blue Health Intelligence board and chaired the board of Plan Investment Funds.
Kolodgy earned a bachelor’s degree from Miami University and an MBA from the University of Notre Dame, where he graduated magna cum laude. He is a lifetime member of Beta Gamma Sigma.

Adrian Mebane
Executive Vice President & Chief Risk Officer
Adrian Mebane is Executive Vice President & Chief Risk Officer for AmeriHealth Caritas. As Chief Risk Officer, Mebane oversees enterprise risk management, corporate compliance, internal audit, privacy, and payment integrity. He also is responsible for our enhanced and centralized function for contracts with clients and vendors for delegated services.
Mebane joined AmeriHealth Caritas with broad professional experience in both the government and private sectors. He has served in General Counsel and Chief Compliance Officer roles for publicly traded Fortune 500 companies, and has extensive experience developing compliance strategies and programs, and overseeing the activities of global compliance and regulatory departments.
Most recently, Mebane was a Principal in PricewaterhouseCoopers’ Cyber and Forensic Services Practice, where he helped clients develop and implement global risk programs, and identify best practices for managing critical functions, including cybersecurity, data privacy, and regulatory compliance. In previous years, he served as the primary legal and compliance advisor to the Board of Directors and executive leadership team at The Hershey Company. He was also accountable to the company’s CEO for the day-to-day operations of the Legal, Global Government Relations, Compliance, and Corporate Security departments.
Earlier in his career, Mebane practiced corporate law in Washington, D.C., representing clients in highly regulated industries. Additionally, he spent five years with the Fraud Section of the U.S. Department of Justice as a trial lawyer prosecuting fraud and corruption, among other criminal offenses. While serving as an Assistant State’s Attorney in the Cook County State’s Attorney Office in Chicago, Mebane prosecuted hate crimes and worked with community leaders and the Chicago Police Department to promote safety awareness in some of the city’s more impoverished neighborhoods.
Mebane earned a Bachelor of Science in psychology from Georgetown University and a law degree from Howard University.

Topper Ray
Executive Vice President, Public Affairs
Topper Ray serves as Executive Vice President of Public Affairs for AmeriHealth Caritas. He oversees Corporate Communications, Government and External Affairs, and the AmeriHealth Caritas Foundation.
Before joining AmeriHealth Caritas, Ray served as President of Communications at Bravo Group, a strategic communications consulting firm headquartered in Pennsylvania. Previously, he was Chief Communications Officer at Blank Rome, LLP, where he led a team responsible for building the international law firm’s brand across the U.S., Europe, and Asia. Ray was also a founding principal of Blank Rome Government Relations, LLC, in Washington, D.C., where he guided media strategy and communications counseling for CEOs, civic leaders, and public affairs marketing efforts.
Ray’s government experience began in 1991 when he served in the White House Office of Presidential Advance for President George H.W. Bush. There he helped to manage media for events across the U.S. as well as globally for events such as the G-7 World Economic Summit in Munich, and President H.W. Bush’s historic signing of the second Strategic Arms Reduction Treaty (START II) in Moscow.
Ray earned a Bachelor of Arts in history from Hampden-Sydney College. He isa current member and the immediate past chair of the National Advisory Council for The College of Charleston’s School of Communications and serves as a member of the advisory board for Avantus Federal in Washington, D.C.

Karen M. Dale, RN, MSN
Chief Diversity, Equity, and Inclusion Officer, AmeriHealth Caritas President & CEO, AmeriHealth Caritas District of Columbia
Karen M. Dale is Market President & CEO for AmeriHealth Caritas’ Medicaid managed care plan in Washington, D.C. She is responsible for leading key initiatives to strategically position the plan as a market leader offering innovative solutions for the critical challenges faced by its members.
In addition to her role as the plan’s Market President & CEO, Dale was appointed as AmeriHealth Caritas’ Chief Diversity, Equity, and Inclusion Officer (CDEIO), in which she leads the planning and implementation of diversity and inclusion strategies across the organization.
Prior to joining AmeriHealth Caritas, Dale served as Executive Vice President of Health Care Management at DC Chartered Health Plan Inc. (Chartered).
Over the past two decades, Dale has worked with a broad group of stakeholders to address key factors impacting the delivery of health care services. These efforts include the use of digital tools to aid in the management of chronic diseases, peer-to-peer outreach involving community health workers and peer specialists, and a human-centered member engagement approach. Dale’s vision is notably reflected in key programs addressing Black maternal health, racism, housing, transportation, violence interruption, and food insecurity.
Dale holds a Master of Science degree in psychiatric mental health nursing from The Catholic University, Washington, D.C., and a Bachelor of Science degree in nursing from George Mason University, Fairfax, Virginia. She was a member of the Leadership Greater Washington Class of 2003.
Dale serves as a board member for both Volunteers of America National Services and the Volunteers of America National Board.

Peter Jakuc
Senior Vice President & Chief Development Officer
Peter Jakuc is the Senior Vice President & Chief Development Officer of AmeriHealth Caritas. In this position, he plays an integral leadership role driving the corporate development activities and growth of the organization, with functional responsibility for market development, product development, market entry, proposals and applications, and marketing.
Prior to joining AmeriHealth Caritas, Jakuc was the Senior Vice President of Corporate Development for Centene Corporation, where he had direct responsibility for the company’s acquisitions, joint ventures, partnerships, and other growth-related activities. In addition, he has worked as an investment banker and served as an officer and pilot in the United States Navy.
Jakuc earned a Bachelor of Science degree in mechanical engineering from the University of Notre Dame and a Master of Science degree in management from Troy State University while in the Navy. He holds the chartered financial analyst (CFA) designation and is a member of the CFA Institute.
